This is certainly one interpretation!
'Tricia Ann places her right hand on the empty seat that she must pass up because it is not in the Colored Section. This seat is completely empty and all the seats in the Colored Section are full. The line of her right arm draws our attention to the empty seat. If she sat in it she would be able to see out the window and feel the breeze from the open window.
